KATHMANDU – In a significant shift toward merit-based appointments, the Ministry of Culture, Tourism, and Civil Aviation (MoCTCA) has issued a public call for applications for the position of Director General (DG) of the Civil Aviation Authority of Nepal (CAAN).
The move follows a formal commitment by the newly appointed Tourism Minister, Khadak Raj Paudel (widely known as Ganes Paudel), to fill leadership roles within ministry-affiliated bodies through open competition rather than direct political appointment.
Breaking the “Internal Only” Tradition
Traditionally, the leadership of Nepal’s aviation regulator has been selected from within CAAN’s own high-ranking officials—typically from the 11th and 12th levels. However, the current call for applications expands the playing field.
Under the provisions of the Civil Aviation Authority of Nepal Act, the position is open to both existing CAAN employees and government civil servants. Minister Paudel is leveraging this legal clause to invite a broader range of candidates, including Joint Secretaries from the Tourism Ministry who have long sought the opportunity to lead the authority.
